The WSQ Respond to Fire Emergency in Buildings is a nationally accredited training programme under the Singapore Workforce Skills Qualifications (WSQ) framework. It is designed to equip emergency response personnel with the operational competencies required to manage and contain fire incidents in complex building environments. Aligned with the Singapore Civil Defence Force (SCDF) requirements, this course is mandated for Site Incident Controllers (SICs) and Emergency Response Team (ERT) members serving in Tier 1 High-Risk Installations (HRI) and Tier 2 premises.

The course provides a structured curriculum combining theory with practical, scenario-based exercises. Participants will learn to assess fire risks within building infrastructure, operate firefighting equipment such as extinguishers, hose reels, and hydrants, and execute evacuation strategies tailored for vertical structures and high-occupancy environments. Emphasis is placed on team coordination, the use of in-building fire safety systems, and the application of the Incident Command System (ICS) to facilitate clear roles and responsibilities during emergencies.

Given the complexity and scale of emergencies that may occur in such premises, the training equips learners to handle realistic challenges including managing stairwell evacuations, assisting vulnerable persons, liaising with SCDF responders, and executing coordinated suppression and containment operations. Participants will also become familiar with regulatory frameworks such as the Fire Safety Act and the Singapore Fire Code, ensuring that their response actions are both competent and compliant.

This course is essential for various operational roles within an organisation. It is compulsory for SICs who are appointed to lead CERT operations and for ERT members expected to respond to fires in Tier 1 HRI and Tier 2 premises. Fire wardens, facility and property managers, WSH or EHS officers, and security personnel in high-rise or complex buildings will also benefit greatly from the training, gaining practical tools to enhance emergency readiness and reduce downtime in the face of fire-related incidents.

Upon successful completion of the competency-based assessment, participants are awarded a Statement of Attainment (SOA) under the WSQ framework. This certification is recognised by SCDF as fulfilling the mandatory CERT training requirements for applicable premises. 1)Site Incident Controllers (SIC)
This course is mandated by SCDF for individuals appointed as Site Incident Controllers in high-risk or medium-risk premises. It equips them with the leadership, technical knowledge, and practical skills necessary to manage fire emergencies in complex environments such as plants, warehouses, shopping malls, and hospitals.
2CERT Emergency Response Team (ERT) Members – Tier 1 HRI / Tier 2 Premises
ERT members operating in Tier 1 HRI or Tier 2 premises are required to undergo this course to ensure they are capable of supporting firefighting operations, building evacuations, and on-site coordination. It prepares them to assist SICs effectively during an incident.
3Facility / Property Management Personnel
Professionals responsible for the upkeep and safety of large buildings or estates benefit greatly from this training. It enhances their ability to respond to fire incidents and support emergency evacuation and fire containment measures.

Workplace Safety and Health (WSH) / EHS Officers
Safety professionals are often involved in overseeing emergency response planning and audits. This course allows them to understand first-hand the operational challenges of fire emergencies and support CERT team development.

5Security Supervisors & Frontline Staff. First responders in buildings (e.g., malls, offices) learn to operate fire equipment, direct evacuations, and manage crowds during crises before SCDF arrives.
6Tenant Emergency Personnel. Designated fire wardens from tenant companies in shared buildings train to handle floor-specific evacuations and assist vulnerable occupants (elderly, disabled).

Note: Participants must be physically fit to perform firefighting drills. Ideal for industries like real estate, hospitality, healthcare, and education where building fire safety is prioritized.
