Accredited by SSG: WSQ module [Course Ref Number: TGS-2015500229; Course Code: PI-CP-104E-1]
The WSQ Respond to Fire Incident in Workplace is a nationally accredited training programme under the Singapore Workforce Skills Qualifications (WSQ) framework. It is designed to equip individuals with the core competencies required to respond swiftly and effectively to workplace fire emergencies. This programme plays a critical role in supporting companies’ compliance with the Singapore Civil Defence Force (SCDF) CERT regulations and the Workplace Safety and Health (WSH) Act, ensuring organisations meet fire safety readiness standards.
This course is mandatory for members of the Emergency Response Team (ERT) in Tier 3 premises, including those appointed as Site Incident Controllers (SIC). As first responders, these individuals form the frontline defence during fire emergencies, and their ability to react promptly can make the difference between containment and escalation. The training addresses this need by providing both theoretical grounding and practical hands-on exercises that simulate real-life incident conditions.
Participants will gain foundational knowledge of fire science—including the fire tetrahedron, classes of fire (A, B, C, D, F), and the use of appropriate suppression techniques for each fire type. Through immersive, scenario-based drills, learners will practise operating fire extinguishers, hose reels, and fire blankets under controlled conditions. These practical components build confidence and capability in applying suppression methods safely and effectively.
In addition to fire suppression skills, the course emphasizes emergency response protocols such as activating alarms, coordinating building evacuations, managing assembly areas, and supporting crowd control. Trainees are introduced to the Incident Command System (ICS) framework, which ensures that every CERT member understands their designated roles and responsibilities in a coordinated emergency response effort. This structured approach is critical in achieving effective communication, role clarity, and resource allocation during high-stress incidents.
At the conclusion of the course, participants will undergo a competency-based assessment that includes both written and practical components. Successful candidates will receive a Statement of Attainment (SOA) under the WSQ framework—recognized by SCDF as a qualification for CERT deployment.
By completing this course, participants not only contribute to organisational fire safety compliance but also enhance the workplace’s overall resilience. The training transforms ordinary employees into trained responders, capable of acting swiftly and effectively to safeguard lives, protect property, and minimise operational disruption during fire-related emergencies.
This essential WSQ-accredited program is designed for personnel tasked with fire safety and emergency response in workplaces across industries. By equipping participants with certified firefighting skills, the course ensures compliance with SCDF regulations while fostering a safer work environment. Below are the key professionals who will benefit from this training:
1) | CERT Site Incident Controllers (SIC) This course is mandatory for individuals appointed as Site Incident Controllers (SIC), as outlined by the Singapore Civil Defence Force (SCDF). SICs are responsible for leading the initial onsite response to fire emergencies. This training equips them with the practical skills and situational judgment required to take charge during an incident before external responders arrive, ensuring a swift and coordinated CERT activation. |
2 | CERT Emergency Response Team (ERT) Members – Tier 3 Premises This course is mandatory for individuals appointed as Emergency Response Team (ERT) member in Tier 3 premises, as outlined by the Singapore Civil Defence Force (SCDF). ERT members play a frontline role in managing and containing fire incidents. This course provides them with hands-on experience in fire suppression techniques, teamwork in high-stress situations, and safe equipment handling. It ensures they are operationally ready and aligned with the roles and responsibilities required under the CERT framework. |
3 | Fire Wardens / Floor Wardens Fire or floor wardens are often tasked with overseeing evacuation procedures and communicating emergency alerts. This course enhances their ability to respond calmly and effectively to a fire outbreak, reinforcing their capacity to guide colleagues to safety and assist emergency responders with real-time situational updates. |
4 | Facilities / Operations Staff |
5 | Workplace Safety & Health (WSH) / Environmental, Health and Safety (EHS) Professionals Although typically focused on broader risk prevention and compliance, WSH and EHS personnel benefit from this course by gaining practical experience in fire incident management. This understanding allows them to better support CERT planning, advise on safe work procedures, and coordinate post-incident analysis. |
6 | Security Personnel Security officers are frequently the first point of contact during emergencies, especially after office hours or during shift-based operations. This course gives them the confidence and capability to respond appropriately in the early moments of a fire incident—activating alarms, initiating evacuation, and assisting with firefighting equipment where necessary. |
