The WSQ Respond to Fire & Hazmat Emergency is a specialised, competency-based programme under the Singapore Workforce Skills Qualifications (WSQ) framework. It is designed to prepare emergency response personnel to handle complex industrial emergencies involving both fire and hazardous materials. Aligned with the Singapore Civil Defence Force (SCDF) CERT framework, this course is mandated for Site Incident Controllers (SICs) and Emergency Response Team (ERT) members operating in Tier 1 Petroleum & Flammable Materials (P&FM) premises, where the risk of large-scale fire or chemical incidents is significantly higher.
Participants will undergo rigorous classroom instruction combined with high-intensity practical exercises, including real fire simulations and live HazMat scenarios. These exercises provide hands-on experience in using fire suppression tools, handling flammable substances, and operating breathing apparatus (BA) and chemical-resistant suits in realistic conditions. The curriculum covers the identification and classification of hazardous materials, containment and neutralisation techniques, emergency decontamination, and dynamic risk zoning. Special focus is placed on team coordination and safety procedures during confined space or toxic release situations.
Training is structured around the Incident Command System (ICS) to ensure clear command, control, and communication throughout an emergency. Participants will learn how to assume key roles within CERT, carry out coordinated firefighting and HazMat response actions, and engage with external agencies such as SCDF during escalating incidents.
The programme culminates in a competency-based assessment comprising both theory and practical evaluations. Upon successful completion, participants will be awarded a Statement of Attainment (SOA) under the WSQ framework, officially recognised by SCDF for CERT deployment in Tier 1 P&FM premises.
This course is mandatory for CERT SICs and ERT members in Tier 1 installations such as oil refineries, petrochemical facilities, chemical storage terminals, and manufacturing plants handling hazardous substances.
